DETAIL
The committee reviewed this
application at our recent committee meeting and I have been
asked to make the following comments on their behalf:
1. The design seems overbearing, unsuitable and out of keeping
with this area of Baldock and in particular Salisbury Road. The
elevational treatment gives an impression of a massed block
dominating the street scene. The proposal is overdeveloping the
site and trying to create too many bedrooms in a restricted site
width.
2. We are confused by the "Design Statement". The "layout"
section refers to an additional bedroom at second floor, this
should be "bedrooms". There is also a mention of "large" rear
gardens, they are all very narrow. The statements makes merit of
"accessibility" at ground floor (which is commendable) but no
mention of accessibility to the upper levels.
3. There is concern that 4 bedroom houses with just two parking
spaces will add to the problems already being experienced in
this road. There is already much on road parking and this will
add to the problem. this is a replacement of 3 bedrooms with 20
bedrooms and as such will generate more cars than spaces
allocated.
4. The committee feel this is an overdevelopment of the site and
object on this basis. The mass block, the 3 storey height and
number of bedrooms is unacceptable. A more suitable development
would be the reduction in the number of units, the restriction
to two storey high and a better treatment of the elevations.
5. The committee feel it is a shame that Baldock is loosing the
single properties in reasonable size plots to designs that are
creating a massed block aspect and thereby changing the very
nature of a "Market Town" to a more congested street scene more
representative of inner city areas. It is the NHDC's
responsibility to ensure all developments "add" to the town, we
question whether this one adds anything to Baldock other than
the 17 bedrooms.
6. Matters such as Archaeology and emergency vehicle access we
know you will be dealing with.
